Canada’s National Energy Board (NEB) directed Kinder Morgan Canada-owned Trans Mountain ULC to file additional information on the feasibility of routing a 2.5-mile section of the proposed Trans Mountain expansion project through Burnaby Mountain in British Columbia.
The NEB recently issued an information request to Trans Mountain asking for clarification on its preferred pipeline corridor. In its response, Trans Mountain indicated that its preferred corridor for its delivery lines to the Westridge Marine Terminal would run through Burnaby Mountain. Trans Mountain indicated that further studies were needed, with all studies expected to be complete by Dec. 1, 2014.
Under the National Energy Board Act, the NEB has 15 months to review the project. However, in the event that more information is deemed necessary for the review, the time required for the information to be submitted is not included in the time limit. With the request to Trans Mountain, the NEB has implemented an excluded period beginning on July 11, 2014, and ending on Feb. 3, 2015. Once the information is received, the NEB and registered intervenors will have time to review the evidence and submit information requests to Trans Mountain, which has until Feb. 3 to respond.
