Independent Russian E&P company Western Siberian Resources Ltd., Bermuda, (STO: WSIBSD) plans to acquire Russia-based refiner, distributor and E&P company Alliance Oil for an undisclosed price. The combined company will have a market capitalization of some US$2.5 billion with a mix of upstream and downstream businesses. Alliance will become a subsidiary of Western Siberian. Alliance operates the Khabarovsk refinery in the Russian Far East with a capacity of 70,000 barrels per day. Alliance also engages in exploration in Tatarstan, Russia, and in Kazakhastan. Proved plus possible reserves are 123.3 million barrels. Production is 10,100 barrels of oil per day. West Siberian operates in Russia's three largest basins: Western Siberia, Timano-Pechora and Volga-Urals. Proved plus probable reserves are 306 million barrels year-end 2006. Production was 34,000 barrels at year-end 2007. Pro forma, proved plus possible reserves will be 430 million barrels with production of 51,000 barrels per day. Refining capacity will be 70,000 barrels per day with 255 gas stations and 24 product terminals.
