John Kneiss holds a bachelor's in biology from Wilkes University, Pennsylvania, U.S., and a master's in environmental sciences and engineering from the School of Civil Engineering, Virginia Polytechnic Institute and State University, U.S. Kneiss' career includes nearly 20 years of experience with fuel-related regulatory, technical and energy policy issues. He served for 10 years as the vice president, regulatory and technical affairs, for the Oxygenated Fuels Association Inc. (OFA), in Washington, D.C., where he directed and managed the association's scientific, technical and regulatory activities related to oxygenates, and he developed and coordinated strategic initiatives that support and advance the benefits of oxygenates. Kneiss' responsibilities include managing litigation initiatives and defense involving water impacts and air protection. As executive director of the Clean Transportation Advisory Council, his advisory activities included developing strategic options to address regulatory proposals and analyzing risk potential involving litigation on fuels issues.

Government Technical Assistance - Case Studies

Consultancy service for the devlopement of bio-energy standards, policies and implementation plans in Singapore

Project conducted by Hart Energy Consulting for the Energy Market Authority (EMA) of Singapore to undertake the above service and in particular to focus on:

  • Establishing national standards for liquid biofuels
  • Evaluating the strategic implications of the implementation of bioenergy in Singapore and
  • Determine the potential of first, second and third generation bioenergy in Singapore.

Technical Assistance to the Organization of American States (OAS) for Biofuels Market Development in El Salvador and the Dominican Republic

Project conducted in partnership with ESG Consulting under the U.S-Brazil Biofuels MOU to advance introduction of
biofuels for domestic, vehicular use in El Salvador and Dominican Republic.

THE "SYSTEMS APPROACH"
Systems Approach
Hart Energy has worked with governmental entities like Singapore Energy Markets Authority, the Australian Government, the Vietnamese Government, and national oil companies like Saudi Aramco, Pertamina and many more to help these organizations develop fuel quality strategies. The development of a fuel quality strategy is based on a "systems approach", which was initially conceived and implemented in the U.S. This approach focuses on three main pillars. Each pillar, although a separate entity, is dependent on the other to uphold the resulting fuel quality strategy. The impact of a vehicle on air quality is directly linked to the type of engine and after treatment technology on that vehicle and the quality of the fuel used in the engine. Therefore, the development of a fuel quality strategy must first be based on meeting certain air quality objectives. Once these objectives are defined and source apportionment has occurred, e.g. the actual impact of transportation on urban air pollution has been calculated, determination can be made of which automotive emissions must be reduced and by how much. This in turn will determine engine technology needs and the quality of fuels necessary to enable the engine and/or after-treatment technology to meet emission requirements.
