	Tammy Klein Assistant Vice President, Head of Hart Energy Consulting Division, Global Biofuels Center & Americas Bio | Email Experience in the fuels and refining industry: 10 years. Tammy Klein received her bachelor's degree in journalism from the University of Florida and her J.D. from the Georgetown University Law Center, both in the U.S. Formerly deputy director of the International Fuel Quality Center from 1998-2003, Klein practiced administrative and regulatory law with the firm Venable LLP prior to rejoining Hart in 2005. She is a member of the District of Columbia and Virginia bars. Klein directs International Fuel Quality Center efforts in North and South America; she is also the Executive Director of the Global Biofuels Center.
	E. Kristine Klavers Senior Vice President, Hart Energy Consulting Bio | Email Experience in the fuels and refining industry: 17 years. Born in Oslo, Norway, E. Kristine Klavers obtained a master's degree in chemical engineering at the University of Twente, Netherlands. During her master's study, she developed a new catalyst for methane coupling at the Tokyo Institute of Technology that was bought for patent application by Idemitsu Oil Co. Prior to joining Hart in 1996, she worked in the Oxygenate Business Management for ARCO Chemicals Inc. in the U.K. (1991-1994) and as a process engineer for Japanese Gasoline Co. (JGC) in Japan (1994-1996). She has been a guest lecturer at the Oxford Institute of Petroleum and Oxford University. Klavers serves as vice president for Hart Energy Publishing LP and directs Hart Energy Consulting.
	Liisa Kiuru Executive Director, International Fuel Quality Center Bio | Email Experience in the refining and environmental field: 7 years. Liisa Kiuru graduated from the Helsinki University of Technology in Finland in 2000 with a master's degree in technology from the Department of Civil and Environmental Engineering. Her Thesis, "Environmental Requirements of the Energy Sector in Hungary and Poland; Impacts of International Treaties and Accession to the EU" was written for Fortum in 1999. From 1999-2001, Kiuru worked at the Finnish Environment Institute in Finland as a project engineer. In April 2001, she moved to Singapore where she directed the efforts of the International Fuel Quality Center in the Asian region. In January 2007, Kiuru moved to Hart's headquarters in Houston, Texas, U.S., where she was promoted to Executive Director of the International Fuel Quality Center.
	Terrence S. Higgins Executive Director, Refining and Special Projects Bio | Email | 2010 NPRA Award Experience in the fuels and refining industry: 35 years. Terrence S. Higgins holds a bachelor's degree in chemical engineering from the University of Notre Dame, U.S. He joined Hart after 14 years with the National Petrochemical & Refiners Association (NPRA) where he served as technical director, responsible for coordination and development of industry policies on refining and fuel quality. In addition, he held positions in private sector energy and environmental consulting (the U.S. Department of Energy, Amerada Hess and Texaco). In all of these capacities he has been involved in analysis of refining and crude oil and refined products markets. He has extensive experience in the application, design and implementation of refinery modeling systems. He is the primary contributor to Hart's World Refining and Fuels Service and oversees crude and refined product, refining facility, product quality initiatives data and forecast systems supporting the service.

	International Fuel Quality Center An internationally renowned provider of market and regulatory data, fuels specifications and public policy trends on both conventional and alternative fuels. Created in 1998, it is relied upon as a reference source by over 100 organizations worldwide, and especially by car companies and petroleum producers for import/export of vehicles and fuels and to adapt their technologies to future market and regulatory developments.
	Global Biofuels Center Provides timely and accurate data with respect to biofuel feedstocks, emerging technologies, quality specifications and regulations, and vehicle technology developments related to biofuels, to over 65 member companies worldwide.
	World Refining & Fuels Service Provides supply & demand current figures and projections through an annual "Global Crude, Refining & Clean Transportation Fuels Outlook". Hart's analysis has been used as reference data in OPEC's Annual Outlook since 2004.
	Alternative Fuels Service Launched in 2010 to cover the growing market of CNG, LPG and the emergence of electric vehicles.

John Kneiss Director, Governmental Affairs, Regulatory & Environmental Services Phone: +1.703.891.4812 jkneiss@hartenergy.com John Kneiss holds a bachelor's in biology from Wilkes University, Pennsylvania, U.S., and a master's in environmental sciences and engineering from the School of Civil Engineering, Virginia Polytechnic Institute and State University, U.S. Kneiss' career includes nearly 20 years of experience with fuel-related regulatory, technical and energy policy issues. He served for 10 years as the vice president, regulatory and technical affairs, for the Oxygenated Fuels Association Inc. (OFA), in Washington, D.C., where he directed and managed the association's scientific, technical and regulatory activities related to oxygenates, and he developed and coordinated strategic initiatives that support and advance the benefits of oxygenates. Kneiss' responsibilities include managing litigation initiatives and defense involving water impacts and air protection. As executive director of the Clean Transportation Advisory Council, his advisory activities included developing strategic options to address regulatory proposals and analyzing risk potential involving litigation on fuels issues.

Consultancy service for the devlopement of bio-energy standards, policies and implementation plans in Singapore

Project conducted by Hart Energy Consulting for the Energy Market Authority (EMA) of Singapore to undertake the above service and in particular to focus on:

• Establishing national standards for liquid biofuels
• Evaluating the strategic implications of the implementation of bioenergy in Singapore and
• Determine the potential of first, second and third generation bioenergy in Singapore.

Technical Assistance to the Organization of American States (OAS) for Biofuels Market Development in El Salvador and the Dominican Republic

Project conducted in partnership with ESG Consulting under the U.S-Brazil Biofuels MOU to advance introduction of
biofuels for domestic, vehicular use in El Salvador and Dominican Republic.

For El Salvador, Hart Energy Consulting was in charge of the following tasks:

• Analyzing urban air quality impacts.
• Developing recommendations regarding fuel testing.
• Establishing the least cost approach to achieving a correctly formulated gasoline blendstock.
• Conducting E10 ImplementationWorkshop.
• Project Completion: August 2009

For the Dominican Republic, Hart Energy Consulting was in charge of the following tasks:

• Developing fuel standards, testing and quality control.
• Developing a plan for collection and storage of ethanol.

Hart Energy has worked with governmental entities like Singapore Energy Markets Authority, the Australian Government, the Vietnamese Government, and national oil companies like Saudi Aramco, Pertamina and many more to help these organizations develop fuel quality strategies. The development of a fuel quality strategy is based on a "systems approach", which was initially conceived and implemented in the U.S. This approach focuses on three main pillars. Each pillar, although a separate entity, is dependent on the other to uphold the resulting fuel quality strategy. The impact of a vehicle on air quality is directly linked to the type of engine and after treatment technology on that vehicle and the quality of the fuel used in the engine. Therefore, the development of a fuel quality strategy must first be based on meeting certain air quality objectives. Once these objectives are defined and source apportionment has occurred, e.g. the actual impact of transportation on urban air pollution has been calculated, determination can be made of which automotive emissions must be reduced and by how much. This in turn will determine engine technology needs and the quality of fuels necessary to enable the engine and/or after-treatment technology to meet emission requirements.
